Systems Change Consultation
Sacramento County's child welfare and probation systems needed a clearer way to turn complex, cross-agency challenges into actionable next steps. During PQI Week ("From the Ground Up") in July 2026, PASSCO facilitated the probation problem-statement mapping station and co-facilitated focus groups across a two-day Main Event and a Community Partners Meeting. Working through multiple rounds of county feedback, three problem statements were rewritten into RCA-ready format, giving Sacramento County a concrete foundation for its next phase of systems change work.
Expert Facilitation
San Diego's trauma-informed workforce development initiative needed a clear, shared picture of a complex system before it could be improved. Between April and May 2026, PASSCO built full complexity maps of the initiative and co-facilitated a two-day dependency-court best-practices convening bringing together GALs, Resource Parent Coordinators, and county attorneys. Virtual community-engagement kickoff sessions extended that work to a broader set of stakeholders. The result was a shared, detailed map of the system that county partners could act on together.

Multi-State Systems Change Work
California
- Multi-year, active contract with the California Department of Social Services (CDSS) under YostFish LLC, currently on a 2026-2027 Professional Services Agreement renewed August 2026 - an ongoing, not one-off, engagement.
- Sacramento County PQI ("From the Ground Up"), July 2026 - facilitated the probation problem-statement mapping station and co-facilitated focus groups during PQI Week (a two-day Main Event plus a Community Partners Meeting). Rewrote three problem statements into RCA-ready format across multiple rounds of county feedback.
- San Diego workforce development, April-May 2026 - built full complexity maps for a trauma-informed workforce initiative; co-facilitated a two-day dependency-court best-practices convening with GALs, Resource Parent Coordinators, and county attorneys; ran virtual community-engagement kickoff sessions.
- Tuolumne County DSS - newer relationship (early 2026 onward), scoping prevention-team collaboration and cultural-shift work with the county's Engagement and Empowerment Unit.
- Dual Status Youth Community of Practice - runs/co-runs this statewide workstream, convening CDSS staff, county DSS and probation agencies across a dozen-plus California counties, the Judicial Council/AOC, youth legal-defense organizations, and tribal policy partners (Tribal Law & Policy Institute).
Colorado
- CQI Workshop facilitator, Vail, Colorado (2024) - facilitated a statewide continuous-quality-improvement training for Colorado's Best Practice Court Teams and Family Treatment Court Teams, in partnership with the Colorado Judicial Department and the National Council of Juvenile and Family Court Judges (NCJFCJ), alongside the YostFish team.
- Convening on Children, Youth & Families (CCYF) - the Colorado Judicial Department's annual statewide convening in Vail; attended in both 2025 and 2026, reflecting an ongoing relationship with the state's judicial branch.
- Routt County Youth Wellness Design Project - contributed to a YostFish systems-change proposal (early 2024) for a rural Colorado county, extending this work beyond the Denver metro area.
Nevada
- Washoe County, Nevada Sequential Intercept Model (SIM) Implementation Project - recruited December 2024 for mapping expertise, joining a Social Entrepreneurs, Inc. (SEI) consulting team doing behavioral health and supportive housing systems mapping for Washoe County (Reno). Active from January 2025 through at least October 2025.
Anchor
- Founder & Executive Director, Anchor - a dependency court navigation app for parents and youth in California's child welfare system, positioned as the first step-by-step California dependency-court navigation tool for families. Secured a $900K-925K two-year grant proposal with a verified budget. Built on React/TypeScript and Supabase.
Community Advisement & Research
- CU Boulder Community Advisory Board (CAB), Environmental Conditions in Colorado Prisons - core member and co-presenter on a board pairing formerly incarcerated lived-experience experts with CU Boulder researchers (led by Dave Ciplet, Environmental Studies) to set priorities for research on environmental hazards, including extreme heat and contaminants, in Colorado prisons. Grew out of an earlier extreme-heat study and now feeds into the Climate and Incarceration Research Collective (CIRCol) network. Compensated, recurring engagement - 18 CAB meetings January-May 2026 in Phase 1.
- Now formalizing into a Research CAB (RCAB), Phase 2, launched September 2026 - a 9-month phase in which CAB members complete IRB-recognized community researcher training.
- Co-presented "Community Priorities for Environmental Health Research in Prisons," a public research forum on May 19, 2026, with state legislators, researchers from CU, Drexel, and the University at Buffalo, advocacy organizations including CCJRC, and a national press reporter from the AP. Personally led the opening framing exercise.
- This CAB's model feeds a university research grant - the basis for a CU Boulder PACES Tier 4 proposal, "Training Lived Experience Experts as Community Researchers," to formally train lived-experience experts as community researchers and expand the approach nationally.
- Built the original WORTH/Jail Transitions of Care Community Advisory Board from the ground up (2022-2023) - wrote bylaws and group agreements, ran member recruitment and onboarding, and facilitated monthly meetings for a board of formerly incarcerated community members advising program design. This work led directly to the Peer Support Specialist hire at WORTH.
